Under CREATe’s new theme on Decentralisation, Automation and Platforms, Zihao Li and Konstantinos Stylianou will be chairing an IEEE workshop on Exploring the Intersection of Blockchain and Policy: Shaping the Future of Decentralization, as part of the flagship IEEE Global Blockchain Conference in Shanghai, China, from 20-24 August, 2024. Themed “Transforming a Trustworthy Digital Future”, IEEE GBC 2024 will feature a series of high-quality visionary keynotes, panels, and discussions from top minds aimed at shaping the future of blockchain. Keynotes and panels will be delivered by Thomas Coughlin (IEEE President), Elisa Bertino (ACM Vice President), over 20 IEEE/ACM Fellows, and various industry leaders, top-tier government policymakers, and other relevant stakeholders.

The workshop mainly focuses on the intersection between blockchain, decentralisation, and policy. As the rapid expansion of decentralised technologies is redefining the landscape of legal and policy frameworks globally, applications of distributed ledger technologies (DLT) and blockchain are paving the way for more transparent, efficient, accountable and trustworthy governance systems. However, they also present challenges for effective oversight. This workshop highlights the transformative impact of blockchain and other DLT on regulatory approaches within the crypto-economy, decentralised governance structures, systems interoperability, decentralised infrastructures and data governance policies. It will serve as an incubator for innovative ideas, where legal experts, policymakers, and DLT and blockchain pioneers converge to dissect and discuss the challenges and opportunities at this intersection. The focus will be on how blockchain technology can coexist with legal structures to foster a more equitable and decentralised future, emphasizing the synergy between technological advancements and policy adaptations.

Topics of Interest

Contributions are invited on the following topics, including but not limited to:

  • Blockchain policy-making and laws;
  • Legal applications of blockchain;
  • Regulation of the crypto-economy (financial, contracts etc);
  • Antitrust issues in the decentralised economy;
  • Decentralised governance policies;
  • Lobbying in the crypto-economy;
  • Blockchain and interoperability policy;
  • Blockchain and data governance policy;
  • NFTs, creative industries, and policy.

All papers must be submitted through EDAS (submission starts 20 April). You must choose the workshop track when submitting your paper in order to be considered for this workshop. The paper should be up to six (6) pages in length. The conference allows up to two additional pages for a maximum length of eight (8) pages upon payment of extra page fees once the paper has been accepted.

Authors of accepted papers will be published as conference proceedings by IEEE and included in IEEE Xplore. Authors will be given the choice to submit an enhanced version of their paper for publication in Ledger, a leading open-access academic journal published by the University of Pittsburgh Press, with a CiteScore of 5.7 and acceptance rate of 19% in 2022.
