JURI adopts articles 11 and 13 of the Copyright Directive

During the vote by the European Parliament’s Committee on Legal Affairs (JURI) on 20 June, MEPs approved articles 11 and 13 of the Copyright Directive. Article 11, also known as the press publishers’ right, was adopted by a 13 to 12 majority; Article 13, containing pre-upload filtering provisions, was adopted with a  15 to 10 majority. None of the amendments to the text and data mining provisions of Article 3 carried, and so remain restricted by qualifications of beneficiary and purpose. Whilst an official statement is yet to be released, commentators confirm results on Twitter, with a press release by EDRi confirming same.

A full plenary vote on the negotiation mandate is anticipated by the European Parliament in early July (before entering the trilogue phase with the EU Council).
