Council of the European Union approves Copyright Directive

The Council of the European Union has approved the Copyright Directive by qualified majority. Italy, Luxembourg, Netherlands, Poland, Finland, Sweden voted against the Directive whilst Belgium, Estonia, Slovenia abstained. Germany added a Protocol that states their understanding about achieving a national implementation (under Article 17(10) in dialogue with all stakeholder interests) that avoids upload filters and targets only ‘dominant platforms’.  Dissent and German protocol are available here.
