Compromise proposal published in relation to Article 13

Following Axel Voss’s compromise amendments of 21 February, a further compromise proposal has been issued in relation to article 13. The current proposal suggests that upload filters will only be required by OSP’s if no licensing agreement with rightsholders has been obtained.  As a commentator at EDRi has observed, this will exempt larger platforms such as Facebook and YouTube, who are already in the process of negotiating such licence agreements; furthermore, open source providers such as GitHub and Wikipedia would not be exempt from the current proposals.
