Communia Association cautions over Article 13 “legislative monstrosity”

Communia Association has issued a warning over the capacity of article 13 to consolidate the power of dominant internet platforms (e.g. YouTube, Google etc.). They note that the introduction of a new liability scheme coupled with complex (and expensive) filtering obligations will only be achievable (and affordable) by the current market leaders; this will be to the detriment of potential competitors to dominant platforms, who will likely struggle to meet these new thresholds. Instead, Communia suggests that EU policy makers should be explicit in their intention to target dominant platforms by introducing a targeted definition to the provision (as opposed to creating an overarching new liability scheme for all online service providers).
