CREATe at the WIPO Standing Committee on Copyright and Related Rights (Forty-Third Session) – Geneva, 13-17 March 2023

A delegation of experts from CREATe – composed of Kris Erickson, Martin Kretschmer, Bartolomeo Meletti and Andrea Wallace (now at the University of Exeter) – is participating in the WIPO Standing Committee on Copyright and Related Rights (Forty-Third Session). WIPO SCCR/43 is taking place in Geneva on 13-17 March 2023. CREATe participation as observers has been facilitated by the Global Expert Network on Copyright User Rights, led by the Program on Information Justice and Intellectual Property (PIJIP) of the American University, Washington, College of Law.

Studies overview of the Copyright Evidence Viz tool (February 2023)

As part of the WIPO SCCR activities, on 13th March CREATe will run the side event Empirical Evidence on Copyright: an Open Knowledge Approach. During the session, presenters will provide WIPO policy makers with an overview of the Copyright Evidence Portal and its capabilities. They will present examples and case studies of how the Copyright Evidence Wiki and Viz tools can be used to compile evidence on specific topics of interest, including digitization and use by GLAM institutions, the public domain and copyright exceptions. Presenters will share results from synthesizing empirical evidence on these and other topics using the Wiki, to demonstrate how the resource can be used by researchers and policy makers.

The Evidence session at the WIPO SCCR/43 will be the latest of a series of events aimed at collecting and systematising empirical evidence on copyright law with a view to enabling better decision-making in a contested policy field. On 17-18 October 2022, CREATe held the conference Copyright Evidence: Synthesis and Futures. Co-chaired by Martin Kretschmer and Amy Thomas, the conference concluded the AHRC PEC funded “21 for 21” project in collaboration with reCreating Europe, and aimed to establish the “state of the art” of our empirical knowledge relating to copyright law. CREATe’s ongoing engagements with the Copyright Evidence Portal include testing its beta version at the Creative Commons 2020 Summit, the official launch of the Portal at the AHRC conference BEYOND 2020 and a presentation at the 2023 Annual Congress of the Society for Economic Research on Copyright Issues (SERCI).

A central mission for CREATe is to enable and facilitate evidence-based policy-making at the international level. CREATe has been a partner in the Global Congress on Intellectual Property and the Public Interest since the 4th Global Congress (New Dehli, 2015), and contributed substantially to the 5th Global Congress (Washington DC, 2018).
