No negotiation mandate granted to Bulgarian Council Presidency at COREPER meeting

At the COREPER meeting of 27 April 2018, no negotiation mandate was granted to the Bulgarian Council Presidency in respect of the proposed Copyright Directive. Ahead of the granting of such a mandate, outstanding issues remain, including the final wording of Article 13. In particular, a coalition of countries including France, Spain, Italy, and Portugal have proposed for a broader scope of the Article 13 provisions, as well as stricter interpretations of exceptions. Further discussions are now scheduled for 4 May 2018.
