New Bulgarian Presidency support full press publisher’s right in compromise proposal

Since 1 January 2018 the EU Council Presidency has changed from Estonia to Bulgaria (a full consolidated version of the Estonian Presidency Compromise Proposal is available here). The initial Bulgarian compromise proposal dated 16 January 2018 indicated that both Article 11 and Article 13 would still be favoured by the Council. Of Article 11, the initial proposal appears to favour a full press publishers right, and abandons the “presumption of representation” initially forwarded by rapporteur Comodini Cachia in 2017. The Bulgarian compromise also advocates for the full implementation of Article 13 with some modification based on political guidance from Member States.
