Axel Voss shares proposed compromises on Article 13

Axel Voss, rapporteur for the Copyright Directive has released the draft compromise on amendments of Article 13. In order to address controversies over proposed terms of content regulation, two main mechanisms are proposed. First platforms that host significant amounts of copyrighted works must obtain licences from all applicable rightsholders. Furthermore, “appropriate and proportionate measures” should be undertaken to ensure the functioning of these agreements.  Secondly, an “effective and expeditious complaints and redress” ex-ante mechanism is also proposed as a means to give users right to complain after removal of content. Commentators note that such a mechanism in fact operates as “guilty until proven innocent”.
